Intake & Release Process
Individuals who have been placed under arrest are first transported to Richland County Sheriff's Office , which is located at 211 W. Market St., Olney, IL. Upon arrival, they must complete the following steps:
- Property Intake
- Medical Screening
- Fingerprinting
- Photographing
- Warrants Check
While the staff at Richland County Detention Center is dedicated to ensuring the prompt processing and release of eligible arrestees, the amount of time required to complete this process may be affected by the volume of arrestees being processed simultaneously and/or the availability of information from state and national databases.
Release of Inmate Property
Inmate property can be released to family or friends after an inmate completes a property voucher specifying the intended recipient. Property may be picked up between 7 a.m. and 10 p.m., seven-days-a-week, at the Richland County Detention Center where the inmate is housed. A government-issued photo ID is required to receive the property.
Appearance in Court
Arrestees who are not bonded out of jail appear before a judge within 72 hours following the arrest (excluding Saturdays and Sundays). Proceedings usually begin at 8 a.m., however this depends upon the presiding judge. The judge will inform the arrestee of the charge(s) and, if appropriate, will set a bond amount.
In misdemeanor cases, the judge may accept a guilty plea and release the arrestee on his or her own recognizance or for time-served.
Court proceedings may be done via closed circuit tv located in the lobby of the Richland County Detention Center.

TELEPHONES
Detainees will be allowed to use the telephones in their cell from 600 AM until 1100 PM. The Richland County Jail will only pay for telephone calls that are made during the initial arrest. Any calls made after the detainee is incarcerated will be paid for by the detainee or the person they are calling. Inmates will be allowed to purchase pre-paid calling cards each evening after 3:00 pm. Telephones are a privilege and can be denied for poor behavior.
COURT APPEARANCES
Detainees will be taken for court appearances only when requested by the court regardless of what date and time has previously been scheduled. Correctional officers have no control over court appearances. All detainees taken to court will be dressed in a standard jail uniform and restraints unless otherwise ordered by the court. Detainees going to and from court will not be allowed to use tobacco or have any physical contact with non-law enforcement personnel.
MESSAGES TO INMATES
The Correctional Staff will not delivery messages to the detainees from the public unless it is an emergency.
COMMUNICATION BETWEEN INMATES
There will be no communications between detainees/inmates that are not housed in the same cell. This will include the passing of any items.
Detainee Visits
Detainees must be in custody for 72 hours before being allowed a visit. Female detainee visits will be each Wednesday and Saturday 9:00 AM until 11:00 AM. Male detainee visits will be each Wednesday and Saturdays, 1:00PM until 3:00PM. Detainee must fill out a visitors list with the names of the persons they expect to visit. Detainees will be allowed to place up to four (4) names on this list. Detainees will be allowed one twenty (20) minute visit each week. Visits will be conducted on a first come first serve basis. All persons expecting to visit with a detainee shall present photo identification. Persons under the age of 17 will not be allowed to visit with a detainee unless they are accompanied and in the presence of an adult. Visiting is a privilege and can be denied for poor behavior. No person will be allowed to visit a detainee unless they are a family member as defined below.

DETAINEE PERSONAL ITEMS
Personal items accepted for detainees from the free community will be limited to the following, money, legal papers, prescription medication, and medical devices.
NO OTHER ITEMS WILL BE ACCEPTED.
Money must be in the form of a money order or cashiers check made payable to the detainee. Money orders can be accepted through the front door only during the first 24 hours of incarceration after that only by mail. Prescription Medication must be in the original Pharmacy container with the proper label attached, and the detainee’s name. All medication that is accepted will be checked to ensure it’s content before it is dispensed to the detainee.
